1)u write a blog..put some relevant ads...when people hit them..google pays you...said in so much simplication:)
2)Not all Blogs are approved by google
3)traffic levels,relevancy,high paying and optimal positioning will shoot your revenues:)

Not all blogs can be monetized....you can click on earnings in the left menu and it tells you whether you can apply for adsense or not
